Minor - Remove the "Recommended" comment on selection of auto-inscription at install time: we pre-select the recommended option anyway, and the web world has changed in such a way that it is not recommended anymore to let anybody register on your portal (spam/attack prone)

Task #2167 - chamilo/main/install/install.lib.php, function get_sql_file_contents(): Empty lines should be ignored while the migration SQL scripts are read. Otherwise errors occur when these empty lines are tried to be executed as SQL statements.
