Feature #347 - Platform administration tool: All "magic" parameters __FILE__ and __LINE__, passed within the method Database::query() have been removed. They are not needed anymore, the method Database::query() has been upgraded to retrieve alone the corresponding values needed for error message creation.

[svn r19907] FS#4046 - Fixing the the platform admin's command "Import trainings list CSV" for proper dealing with traning languages. The CSV files may have inside an additional field "Language" which is not mandatory. While importing, platform language will be selected if: 1. There is no "Language" specified; 2. The specified language has not been enabled on the platform.
